Policy Studies

Since the founding of NIES seventy years ago, it has consistently fulfilled its commitment to the Chinese people by conducting relevant and large-scale educational research studies and by formulating appropriate and up-to-date education policies and programs. In addition, NIES has faithfully prepared and drafted a wide range of policy documents that detail its research and development strategies, and has striven to coordinate its policy-making decisions in order to initiate effective and sustainable pedagogical reforms.

The Outline of China’s National Plan for Mid and Long-term Education Reform and Development (2010—2020)

In July 2010, China announced the Outline of China’s National Plan for Mid and Long-term Education Reform and Development (2010—2020) (hereinafter referred to as the Outline). This programmatic document on educational reform and development in China is the country’s first national plan for education in the 21st century, and NIES played an important role in drafting it by:

Participating in preliminary studies and submitting research reports

Participating in data collection and analysis, and preparing feasibility studies

Providing recommendations on key issues in educational reform and development

Soliciting public opinions and analyses of current educational models

Interpreting, promoting and disseminating the Outline

After the founding of the People’s Republic of China in 1949, a team of experts on education from NIES participated in formulating the Interim Regulations for Primary, Secondary and Tertiary Education Institutions.

In the year 2001, NIES staff members took part in composing the Outline of Reform in Basic Education Curriculum.

At the turn of the 21st century, NIES staff members helped to draft such policy documents as the Action Plan for Invigorating Education in the 21st Century and the CPC Central Committee and State Council’s decision to Expand Educational Reform and Promote Quality Education.
